Distribution Transformers RFP

Background
The Town of Blackstone, Virginia is seeking sealed proposals for the procurement of two (2) 300 kVA Three-Phase Padmounted Distribution Transformers. This request is facilitated by Progressive Engineering Consultants, Inc., which acts on behalf of the Town. The transformers are essential for enhancing the electrical distribution infrastructure in Blackstone, aligning with the town's mission to provide reliable utility services to its residents.

Work Details
The contract requires the delivery of two (2) 300 kVA Three-Phase Padmounted Distribution Transformers that meet specific technical specifications:

- Rated at 60 Hertz, 95 kV BIL, with an average winding rise not exceeding 65 degrees Centigrade.
- Voltage rating of 7,200/12,470 – 277/480 grounded Y.
- Each transformer must include six (6) high voltage tank wall-mounted universal bushing wells rated at 200 amperes with inserts and four (4) low voltage porcelain bushings with NEMA spade terminals.
- The transformers must be dead front LOOP feed and compartmental type with provisions for padlocking and security access.
- Additional features include a liquid level indication system, a drain valve, and taps for external de-energized operation.
- The transformers should conform to ANSI standards and be painted olive green (Munsell 7GY 3.29/1.5).
- Delivery must be F.O.B. to the substation site in Blackstone, Virginia, with prior notification of arrival required.

Period of Performance
The contract period will commence upon award and is expected to conclude with the successful delivery and acceptance of the transformers by May 26, 2026.

Place of Performance
The transformers will be delivered to a substation site located in Blackstone, Virginia.

Bidder Requirements
Bidders must submit a certified check or bid bond equal to five percent (5%) of the total bid price along with their proposals. A performance bond equal to one hundred percent (100%) of the contract price will also be required from the successful bidder. Bidders are expected to comply with all applicable Virginia statutes and regulations.
