Background
Longwood University, founded in 1839, is the third-oldest public university in Virginia. The University serves approximately 5,000 students and offers over 100 areas of study. This Request for Proposals (RFP) is issued to establish a multi-year contract for comprehensive dispatch services to support the University's public safety, facilities, and emergency operations. The procurement is conducted on behalf of all members of the Virginia Association of State College and University Procurement Professionals (VASCUPP).
Work Details
The contractor shall provide comprehensive, continuous dispatch services including:
- 24/7/365 Dispatch Operations
- Call Handling for emergency and non-emergency calls
- Incident Management including logging incidents and dispatching personnel
- Triage & Escalation of critical incidents
- Communication with field staff
- Consultation on policy changes with the University Chief of Police
- Clery Act Support for compliance with campus security policies.
Specific call types include routine service requests, monitoring activities, efficient triage of emergency calls, and support for critical incidents. The contractor must maintain a duty roster, provide detailed call logging, adhere to operational standards consistent with professional public safety dispatch centers, ensure confidentiality in compliance with FERPA, manage media inquiries appropriately, and integrate with existing systems.
Period of Performance
The initial term of the contract is one (1) year with up to four (4) additional one-year renewal options at the sole discretion of Longwood University.

Services will be performed at Longwood University located in Farmville, Virginia.
Bidder Requirements
Offerors must be registered in eVA prior to submitting a proposal. A Small Business Subcontracting Plan is required unless the offeror is a DSBSD-certified small business. All offerors must comply with applicable laws regarding discrimination and provide evidence of insurance coverage including Workers’ Compensation and General Liability.
