Background
Loudoun County Public Schools (LCPS) is the third largest school division in Virginia, established in 1870 and located in the Washington metro-area. LCPS aims to empower over 83,000 students while managing 100 schools and nine educational support buildings. The goal of this contract is to establish a multiple term agreement for open source intelligence (OSINT) services to mitigate potential security issues for LCPS.
Work Details
The selected vendor must provide the following services:
1. Search all open sourced information, data, and social media in compliance with U.S. law.
2. Ability to search deep and dark web information not visible through traditional search engines.
3. Search by individual names or social media handles.
4. Maintain compliance with FERPA, COPPA, GDPR, and local laws regarding data privacy.
5. Encrypt all data both at rest and in transit.
6. Provide customized reports on open source information analysis for identified potential threats in a timely manner.
7. Visually identify relationships between individuals.
8. Ensure source credibility and reliability while minimizing false positives using metadata optimization technology.
9. Provide a fillable form for requesting customized analysis and save all search queries with alerts for new developments.
10. Define LCPS assets such as persons, brands, facilities, and products to understand what needs protection.
11. Provide training to end-users and 24/7 customer service support.
Period of Performance
The contract will commence from the date of award with four additional one-year renewal options.
Place of Performance
Services will be performed for Loudoun County Public Schools located at 21000 Education Court, Suite #301, Ashburn, VA 20148.
Bidder Requirements
Offerors must comply with Virginia State Corporation Commission regulations by providing their identification number or an explanation if not required to be authorized to transact business in Virginia. Additionally, Offerors must certify that none of their personnel providing services have been convicted of any violent felony or offenses involving child abuse or moral turpitude.
