Background
The Virginia Lottery, established in 1988 as an independent agency in the Commonwealth of Virginia, aims to become an innovative leader in delivering games to a wide range of consumers. The Lottery is issuing a Request for Proposals (RFP) for qualified vendors that can provide digital jackpot signs and digital advertising boards. The existing jackpot signs are nearing the end of their service life and require replacement. Additionally, the Lottery seeks innovative ways to advertise jackpot amounts and deliver promotional content at its 5,333 retail locations, which include restaurants, convenience stores, and grocery stores.

Work Details
The contractor will provide Digital Jackpot Signs and Digital Advertising Boards with the following specifications:

1. **Digital Jackpot Signs**:
- Display live jackpot updates for Mega Millions, Powerball, and Cash 5 using Lottery-provided data.
- Must be highly visible both indoors and outdoors.
- Capable of supporting Thousands, Millions, and Billions.
- Real-time updates through integration with Lottery data.
- Multi-functional to support various lottery products; outdoor signage must be weather-resistant.

2. **Digital Advertising Boards**:
- Used to showcase lottery products, odds of winning, promotional material, pricing, and jackpot levels.
- Capable of dynamic content management including location-based messaging and retailer-specific messaging.
- Central management by the Lottery with scheduling capabilities for content delivery.
- Provide both production and testing environments for advertising boards with a resolution of 3840x1080.

Period of Performance
The contract term is one (1) year with four (4) potential renewals.

Place of Performance
The services will be performed across the Commonwealth of Virginia at various retail locations.

Bidder Requirements
Offerors must possess all required licenses, certifications, bonds, and/or insurance necessary to install signage equipment. Additionally, Offerors are encouraged to include participation from minority-owned, woman-owned, and small businesses in their proposals.
