DGS Real Estate Brokerage, Transaction Management, and Strategic Real Estate Planning Services

Background
The Department of General Services (DGS) is issuing this Request for Proposals (RFP) to establish a term contract for Real Estate Brokerage, Transaction Management, and Strategic Real Estate Planning Services.

The DGS oversees the Commonwealth's extensive portfolio of land and buildings and aims to support state agency missions by providing comprehensive real estate services. This contract will facilitate the procurement of a full spectrum of real estate services across Virginia, potentially benefiting other public bodies as defined in the Code of Virginia.

Work Details
The contractor will provide a range of services including:
- Strategic planning for space needs;
- Market research and data analytics;
- Site location, market analysis, and lease procurement services;
- Project management and space planning;
- Facilities assessment related to acquisition, sale, or lease;
- Property management services;
- Relocation and move management services;
- Tenant representation including landlord negotiations;
- Portfolio strategy recommendations to reduce costs and increase efficiencies;
- Build vs. buy/lease analysis;
- Strategic real estate planning for leased and state-owned properties;
- On-site staff support.

All services related to lease or purchase acquisition, sale or other disposition will be provided at no direct cost to the Department. The contractor is also expected to provide commission rebate payments from commissions charged to landlords or sellers.

Period of Performance
The initial term of the contract will be two years with eight successive one-year renewal options.

Place of Performance
Services will be performed at the Virginia Department of General Services, Division of Real Estate Services located at 1100 Bank Street, 3rd Floor, Richmond, Virginia 23219, as well as any other public body as defined in §2.2-4301 of the Code of Virginia.

Bidder Requirements
Offerors must be registered in eVA to submit proposals. They are required to have appropriate insurance coverage including workers’ compensation, employer’s liability, commercial general liability, and automobile liability. Additionally, offerors must comply with anti-discrimination laws and provide a Small Business Subcontracting Plan that outlines the utilization of DSBSD-certified small businesses.
