Design Services for William Ramsey Elementary School Renovations Project

Background
The Alexandria City Public Schools (ACPS) is seeking to contract for engineering and design services for the HVAC modernization and building envelope improvements at William Ramsay Elementary School. This project is federally funded and requires compliance with various federal regulations, including the National Environmental Policy Act (NEPA), the Built America, Buy America Act (BABA), and the Davis Bacon Act.

The goal of this project is to enhance energy efficiency, reduce carbon footprint, and create a healthier learning environment for students.

Work Details
The scope of work includes comprehensive energy retrofitting of the building, which involves:
1. Upgrading HVAC systems by replacing multiple rooftop units with energy-efficient models connected to a 1750 MBH electric hot water heat pump.
2. Installing a state-of-the-art Building Automation System (BAS) that follows ASHRAE guidelines for energy savings and improved air quality.
3. Upgrading lighting fixtures to LED technology with special controls to optimize health and wellness.
4. Comprehensive upgrades to the building envelope, including installation of R25 wall systems, spray foam insulation, low-E double pane glazing windows, and ensuring air, water, and thermal management continuity.
5. Implementing zero carbon upgrades by pursuing rooftop solar installations post-project completion.
6. Providing commissioning services for all installed systems to ensure operational efficiency and compliance with building codes.

Period of Performance
The contract will be executed following the proposal submission deadline on February 26, 2025, with a timeline for completion that will be determined during negotiations.

The work will be performed at William Ramsay Elementary School located at 5700 Sanger Avenue, Alexandria, VA.
