Departures Terminal Expansion and Modernization

Background
The Norfolk Airport Authority (NAA) is seeking Qualifications and Proposals from a qualified General Contractor or Team to provide Construction Manager at Risk (CMR) services for the Departures Terminal Expansion and Modernization Project at Norfolk International Airport (ORF).
This project aims to address increased passenger demand on a facility that is over 50 years old, enhancing operational efficiency and improving passenger experience.

Work Details
The project includes the following key components:
- **Terminal Expansion and Modernization**: A two-story horizontal expansion of the existing Departures Building, adding approximately 33,000 sf on Level 1 and 12,000 sf on Level 2. This will include multiple new restroom banks, vertical circulation improvements (elevators and escalators), and renovations to existing ticketing areas and office spaces.
- **Centralizing Security Checkpoint**: Relocation of existing security checkpoints to a single location in the Departures Building with comprehensive interior renovations.
- **Concourse Modernizations**: Renovations to public spaces, coordination of concession areas, and upgrades to lighting, electrical, and mechanical systems.
- **Outbound Bag Makeup Renovations**: Expansion of bag makeup space, reworking conveyor systems, and construction of bag screening rooms.
- **New Shipping and Receiving Facilities**: Expansions for loading docks, storage areas, and staff security screening functions.
- **Administration Offices Adaptive Re-use**: Demolition of existing offices in the Departures Building and construction of new offices in the Arrivals Building with significant structural modifications.
- **Site Work**: Modifications to curbside roadways and utility relocations as needed.
- **Additional Improvements**: Roof replacements for both terminals, ceiling enhancements over bag claim devices, and expansion of the Arrivals Terminal Mezzanine walkway.

Period of Performance
The contract's preconstruction services are expected to start on September 1, 2025. Terminal construction will commence on September 1, 2026, with substantial completion for the terminal expansion set for December 31, 2028.

Place of Performance
The work will be performed at Norfolk International Airport located in Norfolk, Virginia.

Bidder Requirements
Offerors must outline their plans to meet a goal of 12.2% participation for both Disadvantaged Business Enterprises (DBE) and Small Women-owned and Minority-owned Businesses (SWAM) during the construction phase. Additionally, Offerors must adhere to federal provisions applicable only to the checkpoint work.
