Demolition, Erosion and Sediment at 1028 High Street, Portsmouth

Background
The City of Portsmouth, Virginia, is issuing this Invitation for Bids (IFB) to establish a contract for demolition and erosion and sediment control at 1028 High Street and associated buildings. The project aims to facilitate the Economic Development Authority's efforts in managing land use and improving the area.

Work Details
The scope of work includes:
1) Demolition of structures located at 1028 High Street, 1013 Queen Street, and 1015 Queen Street;
2) Installation of silt fences for erosion control;
3) Removal of all vertical elements from existing slabs that may pose tripping hazards;
4) Site grading;
5) Post-work seeding and straw application.

The contractor must also obtain necessary permits, including a demolition building permit application and a responsible land disturber notification form.

Period of Performance
The initial period of the contract will be six months from the date of award.

- 400 Hatton Street
- 1013-1015 Queen Street

Bidder Requirements
Bidders must possess a valid Virginia Contractor License and are encouraged to be DSBSD-certified Small Businesses. Additionally, bidders must complete a W-9 form and submit it with their bid response. A mandatory pre-bid conference is scheduled for October 28, 2025.
