Description

To solicit proposals from qualified sources to establish a contract through competitive negotiation for the development of a comprehensive food allergy management toolkit tailored to state-specific needs. To achieve this, VDOE-SCNP requires expert consultingservices from a qualified contractor specializing in both school nutrition and allergen management. The toolkitwill become property of the Virginia Department of Education. This will be a One (1)-year contract with theoption to include up to One (1) successive One (1)-year renewal.
Background
The Commonwealth of Virginia, Department of Education, is seeking proposals to establish a contract for the development of a comprehensive food allergy management toolkit tailored to state-specific needs.

The Virginia Department of Education (VDOE) School Nutrition Program (SCNP) aims to enhance the ability of school nutrition personnel to manage food allergies and dietary accommodations effectively. This contract will be for one year with an option for a one-year renewal.

Work Details
The contractor will be responsible for the following deliverables:
1. Development of a Food Allergy Management Toolkit that includes:
a. Strategies for food allergy management;
b. Identification of stakeholders involved in allergy prevention;
c. Protection and civil rights considerations for students with IEPs and 504 plans;
d. Building student self-efficacy in allergen management;
e. Best practices for dietary accommodations;
f. Education and staff training resources;
g. Curriculum-based education resources on allergens;
h. Templates for communication with students, schools, and the community;
i. Additional topics as defined by VDOE-SCNP.

2. Content Development: Complete ideation and writing of all content ensuring high-quality, practical, user-friendly toolkit materials including email templates and marketing guides for community events.

3. Consultation and Collaboration: Monthly meetings with VDOE-SCNP to discuss progress and ensure alignment with expectations.

4. Timely Delivery: Adhere to agreed timelines with monthly updates on project status, including specific tasks outlined for each month over an eight-month period leading to toolkit distribution.

Period of Performance
The initial period of the contract will commence from the date of award through September 30, 2025.

Place of Performance
The services will be performed at various locations within the Commonwealth of Virginia as required by the project.
