The City of Fairfax ( City or Owner ) is soliciting competitive bids from licensed, qualified firms for the Work as described in Attachment 4 Fairfax Old Town Hall Bid Set Specs Summary (Section 01 10 00). The awarded Contractor shall provide all necessary labor, supervision, equipment, tools, material, transportation and resources necessary to complete the described Work in accordance with the Contract Documents.This solicitation is being conducted in accordance with the guidelines of the Competitive Sealed Bidding method of contractor selection per Fairfax City Purchasing Resolution, which is incorporated herein by reference.All bids submitted shall be binding for sixty (60) calendar days following the bid opening date, unless extended by mutual consent of both parties. All references to the Owner shall be interpreted to mean the City of Fairfax, Virginia.
Background
The City of Fairfax is soliciting competitive bids for the rehabilitation of the Old Town Hall, a contributing building in the Fairfax Historic District listed on the National Register of Historic Places. The goal of this contract is to ensure the preservation and protection of the historic structure while upgrading its facilities.

The awarded contractor will be responsible for providing all necessary labor, supervision, equipment, tools, materials, transportation, and resources to complete the work as described in the contract documents.

Work Details
The scope of work includes:
- Rehabilitation and restoration of both interior and exterior features of the Old Town Hall Building
- Upgrading the electrical system
- Replacing HVAC systems
- Adding a new accessible ramp
- Performing related site work.

Specific services include stone masonry restoration, restoration of historic wood doors, windows, trim, wood floors, lime plaster restoration, and surface preparation and painting of historic structures. Bidders must demonstrate experience with at least three similar historic preservation projects completed within the last five years.

Period of Performance
The contract term is 300 calendar days from the notice to proceed. The contractor must achieve substantial completion within this timeframe and allow time for punchlist repairs.

Place of Performance
The work will be performed at Old Town Hall located at 3999 University Drive, Fairfax, VA 22030.
