Description

The City of Manassas Park, Virginia is soliciting proposals from qualified and interested firms to provide the City with Computer Assisted Mass Appraisal (CAMA) Software and implementation services. The selected firm shall provide software, training, maintenance and support in order to upgrade an existing antiquated system. The city is roughly three-square miles with a population of approximately 17,500 residents. The parcel count for the City is approximately 5,000 parcels with the City being on an annual reassessment cycle.

The City of Manassas Park, Virginia is seeking proposals from qualified firms to provide Computer Assisted Mass Appraisal (CAMA) Software and implementation services. The city, an independent municipality located roughly 30 miles west of Washington, D.C., has a population of approximately 17,500 residents and manages around 5,000 parcels. The goal is to replace the existing Tyler Univers CAMA software with a more efficient system that leverages modern technology to enhance the operations of the Office of the City Assessor.

Work Details
The selected firm will provide a comprehensive CAMA system that includes software, training, maintenance, and support. Key features required include:

- **Property Data Management:** Core data model for managing property data elements (land characteristics, building characteristics, sales history), sketching and imaging capabilities, multiple appraisal approaches (cost, sales comparison, income), support for diverse property types (residential, commercial), robust search and reporting tools, data security features with audit trails, GIS integration with ESRI platform, and mobile data collection compatibility.

- **Valuation and Appraisal Tools:** Configurable valuation models, mass appraisal tools for statistical analysis, neighborhood analysis capabilities, reappraisal cycle management tools, and assessment appeals management functionality.

- **Workflow Management:** Configurable workflows for appraisal processes, task management tools, document management integration features, and electronic forms for data entry.

- **Reporting and Analytics:** Standard reports relevant to assessment administration and ad-hoc reporting tools.

- **System Administration:** Role-based security features for user access management and comprehensive audit logging.

- **Integration Capabilities:** Standard connectors or APIs for integration with existing systems like tax billing (Avenity) and other relevant platforms.

- **Public Access Website Capabilities:** Features for public property search/display linked to GIS website with user-friendly design.

Period of Performance
