Collection and Recycling Services

Background
The Department of Environmental Quality (DEQ) is issuing this Quick Quote to establish a term contract for collection and recycling services for its Piedmont Regional Office located at 4949-A Cox Road, Glen Allen, VA 23060. The goal of this contract is to ensure proper waste management and recycling in compliance with applicable laws and regulations.

The initial term of the contract will be one year, starting from October 20, 2024, with four optional one-year renewal periods.

Work Details
The contractor will provide all necessary labor, supervision, equipment, tools, materials, and supplies to perform collection and recycling services. Specific requirements include:

1. **General Requirements**:
- Provide collection/recycling containers (14 units of 96-gallon rolling carts).
- Ensure compliance with OSHA standards and Virginia Uniform Statewide Building Codes.
- Coordinate services with DEQ staff.
- Disinfect containers and maintain them in good condition.

2. **Collection and Recycling Service Requirements**:
- Collect co-mingled waste including:
- **Paper**: newspapers, envelopes, phone books, brochures, magazines.
- **Cardboard**: file folders, milk cartons.
- **Plastic**: water bottles, milk cartons.
- **Metal**: aluminum cans, food cans, small appliances, scrap metal.

3. **Container Requirements**:
- Containers must be watertight, odor-free, leak-proof, and in like new condition.

4. **Schedule Requirements**:
- Monthly scheduled pick-up/delivery from Monday to Friday between 8:30 AM to 4:30 PM.
- Unscheduled service upon request by DEQ staff.

5. **Reporting Requirements**:
- Annual report by October 30 documenting total weight of recycled waste.

Period of Performance
The contract will commence on October 20, 2024, and will run through September 30, 2025.

The services will be performed at the Department of Environmental Quality's Piedmont Regional Office located at 4949-A Cox Road Glen Allen, VA 23060.
