Cloud Migration & ArcGIS Utility Network Implementation

Background
The Albemarle County Service Authority (ACSA) is seeking qualified firms for a multi-phase project aimed at migrating existing on-premises infrastructure and software to Azure, while implementing ArcGIS Utility Network and Trimble Unity. Established in 1964, ACSA provides water distribution and wastewater collection services to over 23,000 customers across Albemarle County. The current infrastructure includes an on-premises SQL Server 2019 with thirteen databases supporting various software including ArcGIS and Cityworks. A feasibility study for the Utility Network has been completed, indicating readiness for implementation.

Work Details
The project involves several key tasks:

1. **Migration to Azure**: Migrate existing ArcGIS Enterprise, SQL Server databases (up to 13), and file servers (totaling over 3 terabytes) to Azure while maintaining current integrations. The migration must ensure no additional latency for GIS web-based use and should optimize performance.

2. **ArcGIS Utility Network Implementation**: Implement Utility Networks for water and wastewater datasets, ensuring integration with existing systems like Cityworks and GraniteNet. This includes configuring tracing capabilities and generating outputs based on trace results.

3. **Trimble Unity Migration**: Migrate from on-premises Cityworks AMS to Trimble Unity, maintaining integrations with existing systems and updating reports as necessary.

4. **Network Security**: Provide a detailed network diagram, firewall rule matrix, and ensure SQL Server traffic remains secure within Azure's infrastructure.

5. **Identity Management**: Design conditional access policies and role-based access control registries to manage user permissions effectively in Azure.

6. **Data Protection**: Implement encryption key management and ensure data protection measures are in place during migration.
