Background
The Williamsburg-James City County Public Schools (WJCC) is located in a growing urban community in Virginia, serving approximately 12,000 students across various educational facilities. The intent of this Request for Proposal (RFP #20260684) is to solicit qualified contractors to provide Chiller/Cooling Tower Maintenance Services. The selected contractor will be responsible for all labor, materials, supplies, equipment, and transportation necessary to maintain the properties and related equipment of WJCC Schools.
Work Details
The awarded contractor will provide mechanical maintenance and preventative maintenance services on a time-and-material cost basis. Services include:
- **Chiller Services:** Equipment replacements, corrective maintenance, annual and preventative inspections, seasonal start-up, emergency services, tube brush cleaning (water cooled), coil cleaning (air cooled), compressor maintenance, refrigerant monitors and alarms, controls troubleshooting and maintenance.
- **Cooling Tower Services:** Equipment replacements, corrective maintenance, annual and monthly preventative inspections, seasonal start-up, emergency service, water analysis, semi-annual cleaning of sump and spray maintenance.
- **Boiler Services:** Equipment replacements and maintenance inspections.
- **Air Handling Systems Services:** Equipment replacements and maintenance inspections.
- **Hydronic Systems Services:** Equipment replacements and maintenance inspections.
Additionally, regular chemical water treatment services for cooling tower and hydronic systems will be provided every two months for closed-loop systems and monthly for open-loop chiller systems.
Period of Performance
The contract will commence in June 2026 for an initial one-year period with four optional one-year renewals.
Place of Performance
Services will be performed at various locations within the Williamsburg-James City County Public Schools district.

Offerors must be duly licensed to perform the services required in Virginia. They must submit proof of registration to conduct business in Virginia along with completed forms including James City County Certification, Virginia State Corporation Commission Registration, Employment Eligibility Verification Certification, Non-Collusion Certification, Debarment/Enjoinment/Litigation Compliance Certification, and Compliance with Background Investigation.
