Case Management and Supportive Services

Background
The County of Fairfax, Virginia is issuing this Request for Proposal (RFP) to solicit proposals from qualified applicants for a contract to provide comprehensive case management, employment services, and financial literacy for the Fairfax County Redevelopment and Housing Authority’s (FCRHA) Moving to Work (MTW) Portfolio.

The mission of the Fairfax County Department of Housing and Community Development (HCD) is to create housing opportunities that promote inclusive and thriving communities. The FCRHA aims to support its residents in achieving self-sufficiency and residential mobility.

Work Details
The contractor will provide the following services:

1. **Assessment**: Conduct initial assessments to establish baselines on income, rent, education level, credit score, etc., with follow-up assessments every 30 days.

2. **Case Management**: Monthly meetings with families to develop and monitor Individual Training and Service Plans.

3. **Employment Services**: Assist households in identifying skills, soft skills development, mock interviews, resume writing, and job application assistance.

4. **Education/Skill Building**: Facilitate access to educational opportunities leading to employment such as ESL classes, adult education, computer skills training, etc.

5. **Financial Literacy**: Help households prepare budgets, manage expenses, pay bills on time, and reduce debts.

6. **Service Coordination**: Assist households in accessing third-party resources for emergency financial assistance, healthcare, childcare, etc.

7. **Housing Location & Mobility Services**: Aid in housing searches and securing housing with federal assistance while addressing barriers related to transportation access and community resources.

8. **Landlord Outreach Services**: Increase the number of housing units available to voucher holders through property owner engagement activities.

Period of Performance
The contract will be for two years with three one-year renewal options available or as negotiated.

Place of Performance
Services will be performed within Fairfax County, Virginia.

Bidder Requirements
Offerors must register with Virginia's online electronic procurement system (eVA) prior to submitting proposals. The contractor must comply with federal grant requirements as federal funds may be used under this contract.
