Campus Tours for Brightpoint Community College

Background
The purpose of this Invitation for Bids (IFB) is to establish a contract with a Contractor for the maintenance of Brightpoint Community College’s (BCC) Virtual Campus Tour online platform. This platform is essential for BCC's student recruitment efforts, allowing prospective students to participate in a virtual tour of the campus. The college has been using CampusTours, Inc. for maintenance and service needs, and the contract aims to ensure continued operation and updates to this crucial resource.

Work Details
The Contractor shall provide all necessary labor, materials, supervision, equipment, services, incidentals, and related items for the maintenance of BCC’s Virtual Campus Tour online platform. Specific tasks include:

1) Posting new guide videos and slideshows;
2) Editing platform graphics;
3) Uploading media items such as photos and videos;
4) Ensuring proper operation of video narration and music;
5) Writing and revising scripts;
6) Assisting with edits to interactive 3D Vector Campus Maps;
7) Delivering maps for BCC staff approval;
8) Ensuring accessibility on mobile devices and compliance with WCAG 2.1 standards;
9) Providing on-site video production services as needed;
10) Maintaining quality comparable to four-year universities.

The Contractor will issue one annual invoice covering total costs each year over the five-year contract term with two additional one-year renewal options.

Period of Performance
The contract term is five (5) years with two (2) additional one-year renewal options.

Place of Performance
The services will be performed at Brightpoint Community College located in Chester, Virginia.

Bidder Requirements
This solicitation is set-aside for DSBSD-certified small businesses. Bidders must be registered in eVA and comply with all applicable laws including insurance requirements. The contractor must maintain a drug-free workplace and ensure that no discrimination occurs based on race, religion, color, sex, sexual orientation, gender identity, national origin, age, disability or veteran status.
