Background
The purpose of this Request for Proposal (RFP) is to solicit sealed proposals to establish a contract with one or more qualified suppliers through competitive negotiations. This contract will provide Statewide Bulk Motor Fuel Program goods and services to all Commonwealth of Virginia agencies, institutions of higher education, or other public bodies (collectively 'Authorized Users') as defined in the Code of Virginia §2.2-1110, 2.2-1120, and 2.2-4301.
This will be a mandatory-use term contract for executive branch agencies and optional-use for other public bodies. The Department of General Services (DGS) will manage the contract in conjunction with the Division of Fleet Management Services (DFMS).
Work Details
The contractor shall furnish all labor, goods, equipment, materials, and services necessary to provide bulk motor fuel products. The goals include delivering a broad spectrum of high-quality motor fuel products efficiently across the state and managing demand spikes during emergencies or inclement weather.
Additionally, the contractor must ensure timely delivery to Authorized Users and leverage statewide volume for cost-effective pricing. Maintaining relationships with refineries and carriers is essential to ensure consistent service and operational savings through technology.
Period of Performance
The initial period of the contract will be from January 6th, 2027 – January 5th, 2029, with four optional 2-year renewal periods.
