Broad Creek Jetty Design and Draft Joint Permit Application RFP

Background
Middlesex County, Virginia, through the Middle Peninsula Planning District Commission (MPPDC), is seeking proposals from qualified firms to design a jetty or comparable structure to manage long-term shoaling at the entrance of Broad Creek. This initiative arises from increased incidents of vessels running aground due to shoaling, which poses safety hazards and threatens the local economy.

The project aims to enhance navigability and safety for recreational and commercial boating in Broad Creek, a federal navigation channel authorized by the River and Harbor Act of 1945.

Work Details
The selected firm will be responsible for:
1. Designing a jetty or comparable structure to manage shoaling at Broad Creek's entrance.
2. Preparing a draft Joint Permit Application (JPA) for the construction of the designed structure.
3. Considering both traditional jetty designs using rock and alternative materials such as dredged materials or concrete structures.
4. Conducting necessary studies including geotechnical core sampling, hydraulic modeling, and environmental impact assessments to support the design process.
5. Consulting with Middlesex County during the study and design phases, providing recommendations for conceptual design alternatives with associated costs.

Period of Performance
The contract period will commence upon award and will extend through the completion of all work related to the project plus one year from the date of final payment.

Place of Performance
The work will primarily take place in Middlesex County, Virginia, specifically at Broad Creek.
