Bidder Requirements
Bidders must demonstrate qualifications to perform the work by providing:
- Evidence of authority to do business in Virginia or certification that such authority will be obtained prior to contract execution.
- A valid contractor's license number for the state of Virginia.
- Completed C-451 Qualifications Statement.
- Non-Collusion Affidavit and State Corporation Commission Form must be included with bid submission.

Bidders are also required to submit bid security in the form of a certified check or bid bond.
