Behavioral Risk Factor Surveillance System (BRFSS) VDH-26-701-0019

Background
The Commonwealth of Virginia Department of Health (VDH) is issuing this Request for Proposals (RFP) to solicit qualified vendors for the Behavioral Risk Factor Surveillance System (BRFSS).

The mission of VDH is to protect health and promote well-being in Virginia. The BRFSS program plays a crucial role in informing health prevention strategies and addressing health disparities by collecting data on health behaviors. This data is essential for developing targeted interventions and improving public health outcomes across the state.

Work Details
The contractor will be responsible for conducting a minimum of 5,500 telephone interviews annually, with an aim to increase cellular interviews to 70% (3,850) and landline interviews to 30% (1,650). Specific tasks include:
1. Approval from VDH’s BRFSS Project Director for Computer-Assisted Telephone Interviewing (CATI) programming before fielding.
2. Adherence to CDC policies and procedures.
3. Conducting at least 1,650 landline interviews and 3,850 cellular interviews annually.
4. Ensuring that calling attempts are distributed appropriately across weekdays and weekends.
5. Monitoring telephone conversations for accurate data collection.
6. Compliance with FCC regulations regarding dialing cellular numbers.

Period of Performance
The contract will be performed from January 1, 2026, through December 31, 2026.

Place of Performance
The work will be performed statewide in Virginia.

Bidder Requirements
Bidders must have at least two years of survey experience, including management of complex surveys involving phone, mail, and web data collections. They must also submit a Small Business Subcontracting Plan if the contract exceeds $100,000 and comply with all applicable insurance requirements.
