Asphalt Paving and Trail Resurfacing

Background
Frederick County Parks and Recreation is seeking bids from qualified contractors to provide labor, materials, and equipment for asphalt paving and resurfacing work across various park locations in Frederick County, Virginia. The County encompasses 416 square miles and serves a population of approximately 95,000, managing a system of facilities that includes developed park land and trails.

Work Details
The contractor will be responsible for the following tasks:

1. Clearbrook Park:
- Fine grade and install 1650 sq. yards of IM-19.0 bituminous concrete on a 10’ wide existing gravel road base for a Multi-Use Trail (approximately 1,460’ long).
- Install 3” compacted thickness of IM-19.0 over the specified area.
- Remove earth spoils from the site.
- Install 460 sq. yards of SM-9.5AL bituminous concrete over existing pavement at Clearbrook Park Lake Dam (approximately 500’ long).
- Remove 60 sq. yards of existing pavement, mill tie-in joints over 40LF, sweep existing pavement, fill cracks with hot commercial crack fill material, apply tack coat with CRS-2 liquid asphaltic oil over 400 sq. yards, and install 2” compacted thickness of SM-9.5AL over the specified area.

2. Rose Hill Park:
- Install chip seal over 1000 sq. yards on the existing loop trail.
- Remove loose stone and vegetation from trail edges, fine grade the area, install 1000 sq. yards of VA #21A base stone, and prime/seal with RC-250 liquid asphaltic oil along with VA #78 and VA #8 cover stone rolled in place.

Period of Performance
All work must be completed by June 30, 2025.

Place of Performance
The work will take place at Clearbrook Park located at 112 Clearbrook Drive, Clearbrook, VA 22624 and Rose Hill Park located at 1871 Jones Road, Winchester, VA 22602.

Bidder Requirements
Bidders must be registered in eVA (Virginia’s electronic purchasing system) to submit proposals. They are required to provide a Bid Bond or certified check as a guarantee that they will not withdraw their bid within a specified period following the bid opening. Contractors must also maintain adequate liability insurance covering damages arising from their work.
