Asphalt Paving and Trail Resurfacing

Background
Frederick County Parks and Recreation is seeking bids from qualified contractors to provide labor, materials, and equipment necessary for asphalt paving and resurfacing work across various park locations in Frederick County, Virginia. The County encompasses 416 square miles and serves a population of approximately 95,000, managing a variety of recreational facilities including parks and trails.

Work Details
The contractor will be responsible for the following tasks:

1. Clearbrook Park:
- Fine grade and install 1650 square yards of IM-19.0 bituminous concrete on a 10’ wide existing gravel road base for a Multi-Use Trail. The trail length is approximately 1,460’, starting at the pool parking lot and terminating at the intersection near the east bathroom.
- Install 3” (compacted thickness) of IM-19.0 bituminous concrete over 1650 square yards.
- Install 460 square yards of SM-9.5AL bituminous concrete over existing pavement at Clearbrook Park Lake Dam, including removal of 60 square yards of existing pavement, milling tie-in joints over 40LF, sweeping existing pavement, filling cracks with hot commercial crack fill material, applying tack coat with CRS-2 liquid asphaltic oil over 400 square yards, and installing 2” (compacted thickness) of SM-9.5AL bituminous concrete over 460 square yards.

2. Rose Hill Park:
- Install chip seal over 1000 square yards on the existing loop trail, including removal of loose stone and vegetation from the edges, fine grading, installing VA #21A base stone, and applying prime and seal with RC-250 liquid asphaltic oil along with VA #78 and VA #8 cover stone rolled in place.

Period of Performance
All work must be completed by June 30, 2025.

Place of Performance
The work will take place at various locations within Frederick County Parks including Clearbrook Park (112 Clearbrook Drive, Clearbrook, VA) and Rose Hill Park (1871 Jones Road, Winchester, VA).

Bidder Requirements
Bidders must provide proof of insurance prior to commencement of services. They are required to maintain adequate liability insurance protecting Frederick County from claims arising from their work. Additionally, bidders must not be currently debarred from participating in contracts by any government entity.
