Armed Guard Services

Background
The Department of Military Affairs (DMA) is issuing this Request for Proposals (RFP) to establish a term contract for Armed Security Guard Services at four locations in Virginia. The goal is to ensure the protection of personnel, facilities, and resources at government-owned installations while maintaining uninterrupted operations. The contract will be awarded to a qualified firm capable of providing certified armed security guards as per the specifications outlined in this RFP.

Work Details
The contractor shall provide Virginia Department of Criminal Justice Services (DCJS) certified armed security guards from May 1, 2026, to September 30, 2027. Services include:

1. General Security Services
2. Installation Access Control (IAC)
3. Vehicle Inspection (VI)
4. Roving Patrols
5. Emergency Procedures for gate closure
6. Denying entrance to unauthorized vehicles and personnel
7. Conducting vehicle inspections at designated points
8. Issuing visitor passes and performing identification checks
9. Maintaining logs of all activities and incidents
10. Ensuring compliance with Force Protection Conditions (FPCON) and Random Antiterrorism Measures (RAM).

The contractor must provide all necessary personnel, equipment, and supplies except those identified as government-furnished.

Period of Performance
The initial period of performance is from July 1, 2026, to September 30, 2027, with four optional one-year renewal periods.

Place of Performance
Services will be performed at the following locations:
- Fort Pickett in Nottoway County
- Army Aviation Support Facility in Henrico County
- State Military Reservation in Virginia Beach
- Joint Force Headquarters at the Defense Supply Center in Richmond.

Bidder Requirements
Bidders must be DSBSD-certified Small Businesses and registered vendors in eVA to receive an award. All contractor personnel must meet pre-employment requirements including background checks, drug screening, medical evaluations, and training certifications as specified by AR 190-56.
