Armed Guard Services

Background
The Department of Military Affairs (DMA) is issuing this Request for Proposals (RFP) to establish a term contract for Armed Security Guard Services at four locations in Virginia. The goal is to maintain uninterrupted operations while ensuring the protection of personnel, facilities, and resources at government-owned installations. The contract will be performed under the technical oversight of the Virginia Army National Guard (Va ARNG) Security Specialist.

Work Details
The contractor shall provide Virginia Department of Criminal Justice Services (DCJS) certified armed security guards from May 1, 2026, to September 30, 2027. Services include: General Security Services, Installation Access Control (IAC), and Vehicle Inspection (VI). Guards will be stationed at:
- Fort Pickett, Nottoway County
- Army Aviation Support Facility (AASF), Henrico County
- State Military Reservation (SMR), Virginia Beach
- Joint Force Headquarters (JFHQ), Richmond.

Specific duties include controlling access to installations, conducting vehicle inspections, performing roving patrols, and ensuring compliance with security protocols. Guards must deter, detect, and detain unauthorized individuals as necessary. Equipment provided by the contractor must meet National Institute of Justice standards.

Period of Performance
Initial contract period from May 1, 2026, to September 30, 2027, with four optional one-year renewals.

Place of Performance
Services will be performed at four locations: Fort Pickett in Nottoway County, AASF in Henrico County, SMR in Virginia Beach, and JFHQ in Richmond.

Bidder Requirements
Contractors must be DCJS approved providers for armed security services. All guards must meet pre-employment requirements including background checks and drug screenings. Contractors are required to provide all necessary uniforms and equipment for guards. Additionally, they must maintain records for each employee including training certifications and medical evaluations.
