Background
The County of Halifax is seeking proposals from qualified consulting firms to provide architectural and engineering services aimed at developing a Recreation Master Plan for the expansion of Edmunds Park.
The goal of this contract is to engage community residents, County staff, and stakeholders in creating a comprehensive plan that outlines goals, objectives, an action plan, and cost estimates for the project.
Work Details
The consultant will be responsible for:
1. Collecting and analyzing data to develop a clear set of goals and objectives for the Edmunds Park Expansion Project.
2. Engaging with community residents and stakeholders through a comprehensive strategy for public participation starting in Fall 2026.
3. Reviewing existing engagement documents and summarizing community needs while identifying gaps in data.
4. Facilitating discussions to gather information about desired services and future land use.
5. Providing written records and summaries of public processes that can be shared with the public.
6. Participating in progress meetings with the project management team at least once per month until the final plan is approved, with an anticipated total of approximately 12 meetings.
7. Compiling and submitting a Recreation Master Plan that includes assessments of existing conditions, demographic trends, recommendations for operations, staffing, maintenance, programming, funding needs, ADA compliance considerations, preliminary renderings, written goals and objectives, an action plan, and a cost estimate presented in achievable phases.
Period of Performance
The contract period will commence upon selection of a consultant in early August 2026 with an anticipated notice to proceed by early September 2026.
Place of Performance
The work will be performed primarily within Halifax County, Virginia, specifically focusing on the existing Paul C. Edmunds Jr. Memorial Park and its proposed expansion area.
Bidder Requirements
Bidders must demonstrate qualifications through experience with similar projects, including specific personnel assigned to the project who have relevant experience.
The project manager must have at least five years of experience managing similar types and sizes of projects.
