Background
The County of Fairfax, Virginia, Department of Public Works and Environmental Services is seeking qualifications from architectural/engineering (A/E) firms to provide professional services for various capital facility projects. The goal is to establish a Basic Ordering Agreement (BOA) for feasibility studies, design studies, peer reviews, and construction administration.
The types of facilities involved include administrative offices, courthouses, fire stations, police stations, libraries, community and recreational facilities, human services residential facilities and clinics, garages, vehicle maintenance facilities, and public works facilities.
Work Details
The selected A/E firms will provide a range of professional services including:
- feasibility studies;
- special design studies;
- special services;
- peer reviews;
- design and construction administration for various capital facility projects.
The BOA will have a ceiling limit of $8,000,000 per year for each contract with individual project amounts not exceeding $2,500,000. Firms may also be tasked with miscellaneous duties such as value engineering. A full-service consultant team is required to include expertise in mechanical, electrical, plumbing, civil, structural engineering; value engineering; independent cost estimating; HVAC commissioning; LEED/Net Zero Energy design/Sustainability; building envelope consulting; traffic consulting; and special inspections/testing. All services will be provided on a task order basis as needed.
Period of Performance
The contracts will be for an initial one-year period with the option to renew for four additional one-year periods.
Place of Performance
The work will be performed in Fairfax County, Virginia.
Bidder Requirements
Consultant teams must submit six copies of their statement of qualifications including:
- a Statement of Interest;
- GSA Standard Form 330 Part I and Part II for the primary firm and all major sub-consultants;
- a list of references with current contact information for similar completed projects;
- Fairfax County’s Vendor Classification Schedule form;
- a Request for Protection of Trade Secrets or Proprietary Information form.
Submissions must be delivered by February 18, 2026 at 4 p.m. local time.
