Amherst County Public Schools Parking Lot Restoration Project

Background
The Amherst County Public Schools is seeking bids for the restoration of parking lots at four of its schools: Amherst Elementary School, Amherst Middle School, Central Elementary School, and Temperance Elementary School. The goal of this project is to mill, restore, and pave the parking facilities to ensure they are safe and functional for daily use. The project is overseen by the Amherst County Purchasing Office.

Work Details
The contractor will be responsible for various levels of milling, restoration, and paving with asphalt or a surface treatment mix across four parking lots. Specific tasks include:

1) Preparing and installing base material;
2) Minor grading/scratch coating where necessary;
3) Installation of matting over existing pavement;
4) Heavy-duty paving in designated areas (e.g., bus loops and drive areas);
5) Light-duty paving in car riding areas;
6) Installation of a fiberglass paving mat layer reinforcement (Tencate MPM50E or approved equal);
7) Re-striping the entire parking lot to its previous configuration;
8) Ensuring final grades on new paving surfaces drain appropriately to prevent ponding.

The project must be completed by August 3, 2025.

Period of Performance
The work is expected to commence upon contract award and must be completed by August 3, 2025.

Place of Performance
The work will take place at four locations within Amherst County:

- Amherst Elementary School (156 Davis St)
- Amherst Middle School (165 Gordons Fairground Rd)
- Central Elementary School (575 Union Hill Rd)
- Temperance Elementary School (1981 Lowesville Rd).

Bidder Requirements
Bidders must possess a minimum current Class 'A' Virginia Contractor’s License. They are required to provide evidence of insurance coverage including general liability ($1 million per occurrence), worker's compensation as required by Virginia law, and automobile liability ($1 million per occurrence). A bid bond of 5% of the total bid amount is also required. Bidders must attend a mandatory pre-bid meeting on May 21, 2025.
