Background
The Commonwealth of Virginia's Department of Environmental Quality (DEQ) is issuing this Invitation for Bids (IFB) to establish a spot-purchase contract for air monitoring equipment.

2. Continuous Particulate Monitor (Brand Name or Equivalent), such as Teledyne API T640x, capable of real-time particulate monitoring with specific measurement capabilities.
3. Zero Air Generation System (Brand Name or Equivalent), such as Teledyne API Model T701H, with performance specifications for flow rate and dew point performance.
4. Gas Analyzer (Brand Name or Equivalent), such as Teledyne API Model T300 for Carbon Monoxide, meeting specified measurement ranges and noise levels.
5. Nitrogen Dioxide Analyzer (Brand Name or Equivalent), such as Teledyne API T500U, utilizing CAPS spectroscopy for direct NO2 measurement without catalytic converters.
Period of Performance
The contract will be executed on a spot purchase basis, with delivery expected within 90 days after receipt of order.
Place of Performance
Delivery will occur at the Department of Environmental Quality, Room #128 – Warehouse, 4949 C Cox Road, Glen Allen, VA 23060.
Bidder Requirements
Bidders must be registered in eVA and submit their entire bid electronically through the eVA platform.
They must also be authorized OEM resellers/dealers of the specified equipment and provide documentation upon request.
Additionally, bidders are encouraged to include a Small Business Subcontracting Plan if applicable.
