Background
The County has made significant progress in its AI transformation journey, establishing foundational governance structures and integrating AI technologies across key operational areas. The goal of this contract is to strengthen and mature the County's AI governance framework, which is essential for safe and responsible AI use as the County expands its capabilities.
Work Details
The consultant will perform a comprehensive needs assessment, develop recommendations for an AI governance framework, and provide an implementation plan. Key tasks include: conducting structured interviews with County leadership, evaluating the current AI inventory, assessing governance maturity, identifying workforce efficiency gaps, reviewing compliance with regulations, and proposing enhancements to data stewardship.
The consultant will also design an enterprise-wide AI governance structure, prioritize high-value AI use cases, recommend workforce enablement strategies, and establish protocols for bias and fairness in AI systems. Deliverables include stakeholder engagement reports, current state assessments, recommendations summaries, an enterprise AI enablement roadmap, a charter for the AI governance body, a rollout plan for policies and standards, pilot project plans for initial AI deployments, a technology and vendor governance guide, performance metrics dashboards, and an executive summary.
Period of Performance
The contract will be performed over three phases: Phase 1 (30 days from project kick-off), Phase 2 (90 days from project kick-off), and Phase 3 (120 days from project kick-off).
Place of Performance
The work will be performed within the County's jurisdiction as specified by the County leadership.
Bidder Requirements
The consultant must demonstrate expertise in applying NIST AI RMF and ISO 42001 to organizations of similar size and complexity. They should have past experience performing similar projects for at least two organizations in the past two years. Experience working with public sector operations and expertise in emerging technologies, data management, and risk assessment are also required.
