Agency Risk Management & Internal Controls Standards Services

Background
The Virginia Department of Juvenile Justice (DJJ) is a mid-sized agency responsible for the care of approximately 200 residents at Bon Air Juvenile Correctional Center. The agency's mission includes ensuring effective management of resources and compliance with fiscal regulations. This Request for Proposal (RFP) seeks to establish a contract for services that implement the requirements of the Comptroller of Virginia Directive 1-08, Agency Risk Management and Internal Control Standards (ARMICS).

Work Details
The contractor will provide Financial and Auditing services to implement ARMICS, including:
1. Developing Internal Control documents and strategies to ensure compliance with ARMICS.
2. Updating and testing the Agency Level Internal Control Assessment with Division Level Control for certification to the Commonwealth, including evaluating control environments, risk assessments, control activities, information communication, and monitoring.
3. Testing effectiveness in areas such as Accounts Payables, Accounts Receivables, Payroll, Fixed Assets, Leases, Month-end Close Reconciliations, Federal Financial Reporting, and Procurement Processes.
4. Providing corrective action plans based on identified deficiencies in internal controls with target completion dates within the next fiscal year.
5. Summarizing each stage of ARMICS by September 16 each year.

Period of Performance
The contract will be for an initial period of one year with four additional successive one-year renewal options.

Place of Performance
The work will be performed at the Department of Juvenile Justice - Central Office located at 600 E. Main Street, 20th Floor, Richmond, VA 23219.

Bidder Requirements
Bidders must hold a Virginia Contractor License and may need to be DSBSD-certified Small Businesses to qualify for certain set-asides. They are required to comply with insurance requirements including Workers’ Compensation and Commercial General Liability coverage.
