Aerial Ladder Testing

Background
Fairfax County Fire & Rescue is seeking bids for the annual testing and inspection of approximately 19 aerial apparatus in accordance with the statement of work. The goal is to ensure compliance with NFPA 1911-2017 edition and subsequent additions, thereby maintaining the safety and operational readiness of fire apparatus.

Work Details
The contractor will provide annual testing, service, and repair for aerial ladders. Testing will occur in two phases: half of the aerial ladders will be tested in April and the other half in September. The contractor must employ highly qualified technicians with a minimum Level II NDT certification as per ASNT CP-189. A minimum of two technicians must be present to test two trucks per day.

The contractor must also comply with ASTM E-543 standards and employ a full-time ASNT-TC-1A Level III licensed professional engineer for analysis and reporting. They are responsible for providing all necessary equipment for testing, including gauges, meters, and torque gauges. A detailed report must be provided after each test, categorizing findings into required items, recommendations, and informational items. Inspections will cover various components including chassis, turntable, non-destructive testing areas, and operational tests to ensure compliance with NFPA standards.

Period of Performance
The contract will be performed annually with testing scheduled for April and September each year.

Place of Performance
Testing will primarily take place at designated locations within Fairfax County.
