AED Service Agreement

Background
The solicitation is for the establishment of annual pricing for Automated External Defibrillator Maintenance Services for five existing AEDs owned and located at GRTC Transit System Headquarters. The Contractor is required to furnish all necessary labor, equipment, and incidentals to perform services that will maintain GRTC’s inventory of AEDs in optimal working condition and in compliance with all Local, State, and Federal regulations.
The maintenance services will be required at the GRTC location where AEDs are present.

Work Details
The awarded bidder will be responsible for timely maintenance and servicing of AEDs in strict accordance with general specifications detailed within the document and in accordance with all Local, State, and Federal Rules, Regulations, and Laws. The duties include:
- Annual inspection to ensure AED is in proper working order
- Replacement of electrodes/pads and batteries as necessary
- Providing replacement of AED responder kit supplies and electrodes/pads used during a rescue
- Update/upgrade services to AEDs as guidelines change or as AED corrections are needed
- Providing a temporary alternate AED within twenty-four (24) hours should AED need to be removed for service
- On-call onsite services as necessary for issues that may occur
- Medical authorization/prescriptions for AEDs as required by Federal/State/Local law
- Local EMS registration/notification of placement of all AEDs including filing of appropriate paperwork as well as tracking of renewal dates of registrations/certifications
- Ongoing Medical Oversight by a licensed physician to include AED event review, consultation, and documentation
- Access to an online manager program that maintains records of training, product and supply expiration dates, locations and serial numbers of AEDs, consistent monitoring of expirations of the AED batteries, pads, and other consumables
- Providing an AED Implementation Plan where needed
- On-site CPR and AED training by field expert instructors at least once annually
The Contractor must verify that anticipated volunteer responders of AEDs complete the proper training and maintain certification in CPR and the use of AEDs.

Period of Performance
The awarded contract will cover one year with 2-1-year options.

The maintenance services will be required at the GRTC location where the AEDs are present: GRTC Transit System Headquarters located at 301 East Belt Boulevard Richmond, VA 23224.
