Background
The Department of Behavioral Health and Developmental Services (DBHDS) has been administering the Supports Intensity Scale (SIS) since 2009. In 2014, DBHDS contracted for the completion of all SIS assessments and Virginia Supplement Questions to a third-party contractor. In 2019, contracts were awarded to Telligen and Ascend Management Innovations (now Maximus US Services), both of which are scheduled to expire this year. The purpose of this solicitation is to establish a contract through competitive negotiations for the administration of statistically accurate and reliable SIS assessments.

Work Details
The contractor is required to provide all personnel, labor, supervision, equipment, and incidentals to conduct SIS assessments, approximately 500 per month/6000 per year, for individuals located throughout the Commonwealth of Virginia. Assessments are conducted at various locations chosen by the individual and their team, such as their home, a CSB/BHA office, a Day Support Program, or at a licensed residential provider’s location.

The contract shall utilize the SIS-A, 2nd ed. and the SIS-C. The contractor shall adhere to specific requirements related to contractor staff (interviewer/trainer) qualifications, training requirements, scheduling procedures, assessment requirements, and contract administration.

Period of Performance
The period of the contract is one year from the date of DBHDS execution and renewable in accordance with Special Terms and Conditions Renewal of Contract clause.

Place of Performance
The services will be performed throughout the Commonwealth of Virginia.
