71412511 Convertible Semi-/Anechoic Chamber

Background
The Virginia Tech National Security Institute (VTNSI) is establishing a research center focused on electromagnetic compatibility (EMC) and radiation. The goal of this contract is to procure a convertible semi-anechoic chamber that can be reconfigured to a full anechoic chamber as needed, primarily for testing radiated emissions and susceptibility of small platforms. This chamber will support wideband electromagnetic effects testing, which is critical for the institute's research efforts.

Work Details
The contractor will provide a compact semi-anechoic chamber that can support EMC testing up to 40 GHz. Key specifications include:

- Inside shield dimensions: no less than 24'-5" x 10'-0" x 10'-0".
- The chamber must be reconfigurable to a fully anechoic chamber with removable absorbers attached with Velcro or similar mechanisms.
- Shielding enhancements must meet RF attenuation requirements up to 40 GHz.
- The enclosure must include shielding on all walls, ceiling, and floor, and be self-supporting with maximum outer dimensions of 12 ft (width) x 12 ft (height) x 29 ft (length).
- A turntable and antenna tripod or positioner must be integrated into the design.
- The proposal must document experience in designing and installing EMC chambers, include a compliance matrix, and provide acceptance testing methods.
- All manufacturing should occur within the United States, and comprehensive documentation including performance predictions and operating manuals must be provided upon completion.

Period of Performance
The range shall be installed, qualified, and operational by March 1, 2026, or no more than seven months after contract award, whichever is later.

Place of Performance
The installation will take place at the Virginia Tech National Security Institute site.

Bidder Requirements
Vendors must register as a vendor within the eVA system prior to proposal submission. Proposals should document experience in EMC chamber design and installation. Additionally, bidders are encouraged to facilitate participation from small businesses owned by women and minorities through partnerships or subcontracts.
