Virginia Tech is seeking a successful vendor(s) to provide Consulting Services for the Energy Policy Act of 2005, as amended, ( EPAct ) (with specific emphasis on Section 179D), the Inflation Reduction Act of 2022, in addition to other available tax incentives that may further benefit Virginia Tech.
Background
Virginia Tech, an agency of the Commonwealth of Virginia, is seeking a vendor to provide consulting services related to tax credit opportunities under the Energy Policy Act of 2005 (EPAct), specifically Section 179D, and the Inflation Reduction Act of 2022. The goal is to identify and optimize available federal, state, or local tax deductions, credits, or incentives that can benefit Virginia Tech's energy efficiency and renewable energy projects.

Work Details
The selected vendor will provide consulting services that include:

1. Initial Consultation and Project Assessment:
- Meet with Virginia Tech to review buildings/projects for potential evaluation.
- Provide expertise (e.g., Professional Engineer, Certified Tax Consultant) to ensure compliance with EPAct provisions.
- Propose project-specific services for tax deduction assignment.

2. Services Related to Achieving Tax Deductibility:
- Evaluate potential tax incentives under EPAct for eligible Virginia Tech buildings/projects.
- Assist in assigning and supplying supporting documentation required by EPAct and IRS regulations for tax deductibility.
- Produce necessary documentation for certification as required under IRS Notices 2006-52 and 2008-14.

3. Future Project Support:
- Assist in preparing for future projects eligible for tax deductions under EPAct.
- Review discussions with owners to identify beneficial projects for tax credits.
- Determine maximum valuation of tax benefits for allocation if a project is deemed appropriate.

Period of Performance
The contract term is two years with options for three additional two-year renewals, subject to negotiation.

Place of Performance
The services will be performed at Virginia Tech's facilities located in Blacksburg, Virginia.

Bidder Requirements
Vendors must register as a vendor within the eVA system prior to proposal submission. Participation of Small, Women-owned, and Minority-owned Business (SWAM) subcontractors is encouraged. Vendors must provide proof of required certifications and demonstrate experience providing similar services to public institutions.
