Background
Eastern State Hospital (ESH), located in Williamsburg, Virginia, is an agency of the Commonwealth of Virginia that focuses on community-centered mental health care. The hospital, founded in 1773, operates on a 500-acre campus and employs over 900 staff members to care for approximately 300 patients. This solicitation aims to establish a term contract for elevator inspection, testing, and repair services at ESH Building 2, including emergency services. The contractor must demonstrate experience in similar projects. Preference will be given to DSBSD-certified small businesses, particularly those based in Virginia.

Work Details
The contractor shall provide all labor, equipment, tools, parts, and materials necessary for elevator inspection/testing and repair services. Specific requirements include:

1. Conducting annual inspections for compliance and monthly operational checks.
2. Providing written reports with detailed test results for all inspections and repairs.
3. Ensuring the elevator does not remain out of service overnight due to inspections.
4. Offering emergency services available 24/7.
5. Providing a signed certificate of compliance upon completion of inspections and repairs.
6. Delivering operational and safety training to ESH staff as requested.
7. Using new manufacturer’s parts and lubricants unless otherwise approved by ESH's Facilities Director.
8. Maintaining a log of inspection and repair services in the machine room.
9. Ensuring compliance with all relevant building codes and regulations.

Period of Performance
The contract will be effective for three years with two optional one-year renewal periods.

Place of Performance
Services will be performed at Eastern State Hospital located at 4601 Ironbound Road, Williamsburg, Virginia.

Bidder Requirements
Bidders must be registered in eVA to submit bids electronically. There is a set-aside for DSBSD-certified small businesses with preference given to Virginia-based companies. Bidders are required to demonstrate their ability through the completion of the Bidder Data Sheet included with their submission.
