Background
The Virginia Department of Agriculture and Consumer Services (VDACS) is seeking bids to establish a term contract for qualified suppliers to provide overhead crane preventative maintenance, inspection, emergency, and repair services for its four Regional Animal Health Labs and the Richmond Metrology Lab.
The goal of this contract is to ensure the safety and operational efficiency of the cranes used in these facilities.
Work Details
The supplier will be responsible for providing all tools, supervision, labor, equipment, materials, transportation, and any other incidentals necessary for preventative maintenance and repair work.
Specific services include:
1. Performing preventive maintenance and inspection services according to the hoist and crane manufacturer's recommendations.
2. Completing repairs if any deteriorated components or unsafe conditions are detected during inspections.
3. Conducting inspections that include checks on functional operating mechanisms, hooks, hoist chains, running ropes, electric motors, limit switches, and more as per OSHA regulations and ANSI/ASME safety codes.
4. Providing written estimates for repairs within 24 hours of identifying unsafe equipment.
5. Emergency services must be initiated within 24 hours of notification with specific response times outlined for urgent situations.
Period of Performance
The contract will commence upon award and continue through June 30, 2028, with three optional one-year renewal periods available.

- Harrisonburg RAHL (261 Mount Clinton Pike Harrisonburg, VA 22802)
- Lynchburg RAHL (4832 Tyreeanna Road Lynchburg, VA 24504)
- Wytheville RAHL (250 Cassell Road Wytheville, VA 24382)
- Richmond Metrology Lab (600 North 5th Street Richmond, VA 23219).

Bids are set aside for DSBSD-registered micro businesses. Suppliers must have at least five years of experience in hoist and crane inspection and maintenance. They must also provide training records for at least two mechanics assigned to the contract who meet CMAA training requirements.
