Background
The Virginia Department of Transportation (VDOT) is issuing a 2-Step Invitation for Bids (IFB #160202) for Stormwater Management Services. This contract aims to establish a two-year agreement for the assessment, inspection, repair, and maintenance of VDOT-owned and operated Stormwater Facilities within the Northern Virginia District, which includes Arlington, Fairfax, Loudoun, and Prince William Counties. The goal is to ensure effective management of stormwater facilities that filter, slow, and treat drainage through Best Management Practices (BMPs).

Work Details
The contractor will provide turnkey services including:

1) Annual BMP Regulatory Inspections;
2) BMP Routine Maintenance;
3) BMP Corrective Maintenance/Repair;
4) Temporary Traffic Control Measures; and
5) Additions to Current BMP Inventory or Other BMP Types.

Specific tasks include preparing reports for regulatory compliance related to erosion and sediment control and stormwater management. The contractor will conduct inspections in accordance with VDOT standards, perform routine maintenance on various types of BMPs (e.g., surface basins, filtration systems), and ensure proper disposal of sediments. Adherence to VDOT’s specifications and guidelines is required throughout all phases of work.

Period of Performance
The initial contract period is two years from the date of award, with three optional one-year renewal periods.

Place of Performance
Services will be performed within the Northern Virginia District covering Arlington, Fairfax, Loudoun, and Prince William Counties.

Bidder Requirements
Bidders must submit a Small Business Subcontracting Plan (SBSP) if not certified as a small business by the Department of Small Business and Supplier Diversity. Additionally, bidders are required to have at least one certified Intermediate Work Zone Personnel on site during Temporary Traffic Control activities. All subcontractors must be pre-approved by the Contract Officer.
