Background
Old Dominion University, located in Norfolk, Virginia, is a public R1 doctoral research institution focused on providing high-quality education and research opportunities. The university is currently seeking professional Architectural/Engineering (A/E) design and contract administration services for the renovation of its Batten Arts and Letters Building (BAL). This facility serves as a critical hub with the highest level of student contact hours on campus. The goal of this contract is to upgrade aging infrastructure and enhance the learning environment for students.

Work Details
The selected A/E will provide comprehensive design services including schematic design through construction administration for the renovation of the Batten Arts and Letters Building. Key tasks include:
- Refreshing classrooms and corridors on floors 1-3
- Upgrading ADA access at the front entrance
- Enhancing wayfinding signage
- Replacing storefront doors
- Evaluating and potentially replacing boilers and VAV equipment
- Assessing exterior window caulking
- Adding power/data outlets in study areas
- Insulating classroom dividing walls
- Upgrading restrooms
- Improving stairwells
- Updating classroom window blinds.
The total area impacted by these improvements is approximately 30,000 NSF. The A/E will also be responsible for developing a detailed design schedule, engaging faculty/staff in planning, ensuring compliance with applicable codes, providing bidding support, and delivering closeout documents.

Period of Performance
The contract will be executed as a single project service with specific timelines established during the proposal process. The anticipated schedule includes key milestones such as DEB reviews and approvals at each design phase.

Place of Performance
The work will be performed at Old Dominion University, specifically within the Batten Arts and Letters Building located at 4401 Powhatan Avenue, Norfolk, VA 23529.

Bidder Requirements
Offerors must be authorized to do business in Virginia and demonstrate experience with similar projects. They are required to submit completed Forms AE-1 through AE-6 along with their proposals. Additionally, firms must provide evidence of past utilization of small businesses owned by women and minorities (SWAM) in their operations. Professional liability insurance coverage of $327,500 per claim is required.
