1. Forms and Documents: Automation of internal and public forms with completeness checks; assistance in building plan reviews; structured conversations leveraging policy sources.
2. Public Website and Resident Services: AI-optimized content structure for discoverability; multilingual search capabilities; chatbots for conversational intake; accessibility remediation.
3. Employee Services: Speech-to-text note-taking; secure data analysis; translation services; access to large language models (LLMs); automation platforms for repetitive tasks.
4. IT-Focused Systems: AI-assisted management of IT operations; compliance tooling aligned with governance frameworks; analytics across camera systems.
5. Training: Government-specific AI training on LLMs and practical use cases.
6. Consulting Services: General AI consulting for project design and implementation aligned with operational needs.
Period of Performance
The contract will commence upon award in August 2026, with an estimated dollar volume of $100 million at contract maturity.
Place of Performance
Services will be performed within the geographic boundaries of Henrico County, Virginia, with potential extensions to other Participating Public Agencies nationwide.
Bidder Requirements
Offerors must comply with specific certifications including but not limited to FedRAMP, CJIS, HIPAA compliance.
They must also demonstrate experience in providing similar solutions to governmental entities and must not have defaulted on any government contracts in the past five years.
