26-0001 Dorothy Hart Community Center Analysis

Background
The City of Fredericksburg is seeking the services of a qualified architecture or structural engineering firm to perform an analysis of the City’s Dorothy Hart Community Center (DHCC). This project aims to conduct a comprehensive condition assessment of the existing community center and develop a concept design for potential upgrades or renovations to enhance its functionality as a recreation center. The goal is to ensure that the facility meets current and future community needs while adhering to safety, accessibility, and sustainability standards.

Work Details
The project involves several key tasks:

1) Conducting a comprehensive condition assessment including site visits, structural assessments, systems evaluations (electrical, plumbing, HVAC), safety and accessibility reviews, and functional analyses.

2) Preparing a detailed report with findings and recommendations for maintenance, repairs, upgrades, and cost estimates.

3) Developing a concept design that includes stakeholder engagement, conceptual planning, space planning for various areas (fitness areas, recreational spaces), sustainability considerations, cost estimation for the proposed design, and presentation materials for stakeholders.

Period of Performance
The estimated period of performance for this contract is approximately 9-12 months until all tasks are completed.

Place of Performance
The work will be performed at the Dorothy Hart Community Center located at 408 Canal Street in Fredericksburg, Virginia.

Bidder Requirements
Offerors must not be debarred by the Commonwealth of Virginia from submitting proposals. They must also comply with mandatory use of city forms and terms for RFPs. Additionally, Offerors must provide proof of qualifications and licenses required by applicable federal, state, and local entities.
