Background
Hanover County, Virginia, is seeking a qualified consultant to assist in developing an overall vision and design guidelines for the U.S. Route 1 Corridor Economic Development Zone (EDZ) and a portion of the Atlee/Elmont Interchange EDZ. The goal is to accommodate targeted businesses while creating high-quality places with a cohesive appearance through new development on vacant parcels and the redevelopment of existing sites.

The U.S. Route 1 Corridor EDZ has been identified as a renewal area in the 2023 Comprehensive Plan (Envision Hanover), highlighting its potential for redevelopment and reinvestment.

Work Details
The Consultant shall work with the Hanover County Planning Department to develop the U.S. Route 1 Gateway Small Area Plan, starting in July 2025 with a draft plan due by February 1, 2026. Key tasks include:
- Developing design standards for cohesive development along the corridor, including streetscape improvements (signage, lighting, street tree species).
- Identifying policies and programs to encourage redevelopment of older sites along the corridor.
- Listing targeted industries suitable for the study area based on economic conditions and community feedback.
- Creating conceptual plans for 2-3 areas with high redevelopment potential, including guidance on site design.
- Identifying necessary public improvements to support new development or redevelopment with planning-level cost estimates.
- Enhancing existing residential areas within the study area and suggesting revisions to overlay districts to implement study recommendations.

Period of Performance
From award date through completion of project, anticipated start in July 2025 with a draft plan due by February 1, 2026.
