Background
The Hanover County Public Works Department is responsible for maintaining a broad category of infrastructure projects that serve recreational, employment, and health and safety needs in the community. This Request for Proposals (RFP) seeks to establish a contract for professional engineering and project management services specifically related to road design and subsurface utility engineering. The goal is to provide these services on an 'as needed' basis for Hanover County, Virginia.

Work Details
The contractor will provide professional engineering and project management services related to roads projects. Specific tasks may include:
- Surveying
- Road feasibility, planning, and design
- Traffic management plans
- Traffic operations and analysis
- Hydraulic and hydrologic analysis
- Traffic signal design
- Utility plans
- Geotechnical investigation and analysis
- Storm water management
- Environmental analysis and permitting
- Bid document preparation
- Public involvement
- Construction document preparation
- Right-of-way appraisals and acquisition
- Bid administration
- Erosion and sediment control
- FHWA and VDOT grant administration and compliance. Additionally, construction management services will include documentation, inspection, reporting of roads projects, constructability reviews, construction engineering & inspection, contractor/VDOT liaison, quality assurance plan implementation, and daily work reports preparation. Utility coordination services will involve conducting utility inventories, preparing relocation cost estimates, coordinating with VDOT during preliminary design, reviewing utility locations for field inspection plans, and attending project field inspections as requested.

Period of Performance
The contract period is from April 1, 2026 through March 31, 2027 with three optional one-year renewable terms.

Place of Performance
Services will be performed in Hanover County, Virginia at the Department of Public Works located at 7516 County Complex Road, Hanover, VA 23069.

Bidder Requirements
Offerors must possess all applicable federal, state, and local licenses required to perform the services outlined in this RFP. They must also comply with all relevant laws and regulations throughout the duration of the contract. Additionally, Offerors are required to register with the Virginia State Corporation Commission prior to submitting their proposals.
