Background
The Hanover County, Virginia, Finance and Management Services Department is issuing this Invitation for Bids (IFB) #25-04-3276SH to establish a term contract for vehicle marking services. The purpose of this contract is to provide decals for various law enforcement vehicles as part of the County's efforts to maintain and enhance its fleet, which includes approximately 1,200 vehicles, with around 200 designated for law enforcement.
The estimated expenditure for these services in the previous year was approximately $22,000.

Work Details
The contractor will provide vehicle marking services that include the following decals for law enforcement vehicles:
1. Sheriff’s Star - Five color special five-point star with Hanover County Seal (Size: 13"x13", Quantity: 2 per vehicle).
2. Front Door Striping - 4" stripe consisting of gold and blue stripes (Size: 42"x4", Quantity: 2 per vehicle).
3. Rear Door Striping - Same specifications as front door striping (Size: 42"x4", Quantity: 2 per vehicle).
4. Rear Fender Striping - 5 1/4" stripe with embedded '911' (Size: 48"x5 1/4", Quantity: 2 per vehicle).
5. Sheriff Legend (sides) - Blue letters with gold outline (Size: 58 1/2"x5 5/8", Quantity: 2 per vehicle).
6. Hanover County Legend (sides) - Blue letters without outline (Size: 47 3/4"x2 1/2", Quantity: 2 per vehicle).
7. Hanover Sheriff Legend (front) - Blue with gold outline (Size: 28 1/4"x1 7/8", Quantity: 1 per vehicle).
8. Hanover Sheriff Legend (rear) - Blue with gold outline (Size: 30 1/4"x2 5/8", Quantity: 1 per vehicle).
9. Unit Numbers - Three-digit blue numbers for each car (Side size: 2", Rear size: 3", Quantity: Total of three per car).
10. Flag - American flag printed blue and red on white (Size: 6"x4", Quantity: 1 per vehicle).
All materials must meet specified requirements including the use of specific brands such as '3M'.

Period of Performance
The contract will commence from the date of award and continue through April 30, 2026, with options for renewal.

Place of Performance
Services will be performed at the Hanover County Sheriff's Office located at 7522 County Complex Rd., Hanover, VA.

Bidder Requirements
Bidders must have a minimum of five years' experience in providing similar services and must register in the eVA Internet electronic procurement solution. Additionally, bidders are required to provide proof of insurance covering general liability, automobile liability, worker's compensation, and other specified types before a purchase order is issued.
