Background
James Madison University (JMU) is seeking qualifications for the construction of the College of Health and Behavioral Studies (CHBS) Phase 2 project. This expansion aims to enhance JMU's mission by providing state-of-the-art facilities for community-oriented clinical spaces, classrooms, and administrative support areas. The project emphasizes environmental stewardship through energy-efficient design and aims to consolidate various departments currently spread across the campus.

Work Details
The contract involves the construction of a 5-story building totaling 125,367 gross square feet, located southeast of the existing CHBS building. Key features include:
- A transparent circulation bridge connecting both buildings;
- Community-focused clinical spaces;
- Teaching and simulation laboratories;
- Classrooms;
- Student support areas;
- Administrative facilities.

A new patient drop-off area will be created adjacent to the new facility. The project will adhere to LEED Silver certification standards and utilize cost-effective building systems consistent with JMU's material palette. The selected contractor will conduct ongoing construction, design, and constructability reviews during the design phase to ensure project intent and budget integrity.

Period of Performance
The anticipated construction start date is July 2026, with a duration of approximately 26 months, leading to completion in September 2028.

The work will be performed at James Madison University, Harrisonburg, Virginia.

Bidder Requirements
Bidders must have a minimum bonding capacity of $115 million and must be registered vendors in eVA. The contractor should have experience with similar projects within the last ten years and must demonstrate compliance with SWaM business participation goals: 50% overall discretionary spending with SWaM businesses, including specific minimums for women-owned (6%), minority-owned (3%), micro-business (3%), and veteran-owned (3%) businesses.
