203 Red Horse Ground Maintenance Contract

Background
The Department of Military Affairs is issuing a solicitation for ground maintenance services for the 203rd Red Horse Squadron located at 203 Red Horse Drive, Virginia Beach, VA. The goal is to establish a firm fixed price contract with a qualified individual or firm to maintain the grounds effectively. This opportunity is set aside for small business vendors as a priority for awarding.

Work Details
The contractor will provide the following services:
1. Mowing: Mow all grass areas (approximately 601,667 square feet) outside the fence lines at a height of 3 inches.

2. Weeding/Edging/Trimming: Edge and trim along walkways, curb lines, hard surfaces, and fence lines; weed all beds outside the fenced area with each visit.

3. Parking Lots and Walkways: Remove weeds as necessary from parking lots and medians.

4. Clean Up: Remove grass clippings from hard surfaces and mulched areas after mowing/trimming; no dumping of debris near drains.

5. Fertilizer: Chemicals such as fertilizer or weed killer may not be used without prior authorization from the Facility Manager; amounts must be reported.

6. Shrubs/Bushes: Trim bushes and shrubs twice during the contract period with prior approval from the Operations Manager.

Period of Performance
The contract period is estimated to begin on April 15, 2025, and conclude on November 30, 2025.
