#2026-5 Preparation & Coating Of Courthouse Parking Garage 1St Floor

Background
The Bedford County Department of Public Works is seeking bids to establish a firm fixed price contract with one qualified contractor for the turn-key installation of a new traffic surface on the first floor of the Bedford County Courthouse Parking Garage.
The project aims to enhance the functionality and safety of the parking facility located at 123 East Main Street, Bedford, VA.

Work Details
The scope of work includes all preparation, labor, materials, and equipment necessary for the installation of a new traffic surface on the first floor of the Courthouse Parking Garage.
The specified product for this project is Resudeck III by Sherwin Williams or an approved equal.
The contractor must provide all required equipment and qualified personnel to perform the work professionally.
Subcontractors are not permitted unless specifically approved by the Owner.
The contractor is responsible for ensuring public safety during operations and must adhere to all federal, state, and local safety laws.
The work includes:
1) Application of a parking deck coating system;
2) Surface preparation including cleaning and repairing concrete;
3) Application of primer (Resudeck FLP-E), base coat (Resudeck-FHS), and topcoat (Resudeck-FLA);
4) Compliance with ASTM standards for materials used;
5) Conducting moisture testing prior to application;
6) Ensuring proper ambient conditions during application.

Period of Performance
The contractor shall commence work within 90 calendar days after receipt of Notice to Proceed.
The contract period may be extended under certain circumstances as agreed upon by both parties.

Place of Performance
The work will be performed at the Bedford County Courthouse Parking Garage located at 123 East Main Street, Bedford, VA.

Bidder Requirements
Bidders must not use subcontractors unless specifically approved by the Owner.
Bidders must also certify that they are not currently debarred from submitting bids on contracts by any government entity.
Additionally, bidders must comply with all applicable federal, state, and local laws regarding employment practices.
