2026-093 Food Services for WVRJA

Background
The Western Virginia Regional Jail Authority (WVARJA) is seeking proposals from qualified food service providers to operate the Jail’s food service program. The facility is a 1,024-bed detention center currently housing an average daily population of approximately 650 inmates. The Jail operates under a cook-chill system but is considering transitioning to a cook-serve model. The goal of this RFP is to procure comprehensive food services that comply with various correctional standards and regulations.

Work Details
The contractor will provide management, labor, food, materials, and supplies necessary for a cook-chill food service operation for 550 to 950 inmates and staff, including special diet meals, seven days a week. The contract will last for one year with the possibility of annual extensions up to five years. Key requirements include:

1. Compliance with ACA, NCCHC, and BLRJ standards.
2. Provision of a detailed operational plan and per-meal pricing structure.
3. Staffing requirements including a qualified Food Service Manager and sufficient staff to ensure uninterrupted operations.
4. Menu development that meets nutritional guidelines (2800 calories per day) and includes specific portion sizes.
5. Emergency contingency plans for kitchen disruptions.
6. Use of USDA quality standards for food products.

Period of Performance
The contract is set to begin on July 1, 2026, with an initial term of one year and potential annual renewals for up to five years.

Place of Performance
Food services will be performed at the Western Virginia Regional Jail located in Salem, Virginia.

Bidder Requirements
Offerors must be registered vendors in eVA and comply with all applicable laws regarding business operations in Virginia. They must provide evidence of financial stability, relevant experience in correctional food services, and references from similar contracts. Additionally, Offerors must disclose any conflicts of interest or past debarments.
