Background
The County of Roanoke Purchasing Division, on behalf of the Roanoke County Board of Supervisors and the Western Virginia Regional Jail Authority, is seeking proposals and qualifications from Offerors to provide Workforce Management Implementation Services.
The Owner currently utilizes a single-tenant Infor Lawson S3 instance integrated with Infor CloudSuite HCM multi-tenant for HR and Payroll services for approximately 4,500 employees across various departments including the County of Roanoke, Roanoke County Public Schools, and the Western Virginia Regional Jail.
The goal of this contract is to implement Infor Workforce Management to replace manual processes for time reporting and absence management.
Work Details
The successful Offeror will be responsible for providing full lifecycle system implementation services which include: Project Planning and Management, Requirements Solicitation, Analysis and Solution Design, System Implementation and Configuration, System Testing and Quality Assurance, Training, Deployment and Go Live, and Post Go Live Support.
Specific tasks include defining a project implementation methodology with a proposed timeline, conducting multiple builds for requirements analysis and testing phases (SIT 1 & SIT 2), User Acceptance Testing (UAT), ensuring data migration from existing systems to Workforce Management, providing training for County core teams, and developing a plan for post Go Live support.
The proposal must also outline a process for Change and Configuration Management.
Period of Performance
The contract will commence upon award and is expected to follow a phased rollout with specific timelines defined during the project planning phase.
Place of Performance
Services will be performed at various locations within Roanoke County as required by the project scope.
Bidder Requirements
Offerors must demonstrate experience in providing similar services to municipalities, submit references from comparable projects, provide financial statements to prove capability to perform obligations under the contract, disclose any potential conflicts of interest, comply with nondiscrimination provisions of Virginia Code Section 2.2-4311, maintain a drug-free workplace as per Virginia Code Section 2.2-4312, and provide proof of authorization to transact business in Virginia if applicable.
