2026-010 LCS In-Person English Learner, Interpreting, and Translation Services

Background
The City of Lynchburg, Virginia, is issuing Request for Proposals (RFP) No. 2026-010 to solicit sealed proposals from qualified Offerors to provide in-person English learner, interpreting, and translation services for Lynchburg City Schools (LCS).

The goal of this contract is to address the increasing needs of the English learner (EL) population, which has grown from 200 students in August 2022 to 400 students by May 2025. LCS aims to ensure that all required services are met by potentially awarding contracts to multiple vendors.

Work Details
The services required under this contract include:
1. WIDA screening and testing for EL identification and placement per LCS policy, state, and federal guidelines.
2. Direct EL instruction for identified EL students (grades K-12).
3. Individual and group English language development (ELD) and content-class integrated (CCI) support.
4. Development and implementation of a comprehensive, WIDA and SOL standards-aligned EL program.
5. Knowledge of EL SOL program participation guidelines and implementation of approved SOL accommodations.
6. Progress monitoring and language proficiency documentation.
7. Support for classroom teachers of ELs with instructional strategies.
8. Implementation of effective EL modifications with training for EL students and educators.
9. Parent/family engagement utilizing English language development strategies.
10. Participation in student support team meetings as requested.
11. Serving in building-level roles/capacities including recess, hall, bus, cafeteria duties, etc., with a preference for Spanish/English bilingual teachers with some interpreter training.
12. Provision of trained and certified interpreters and translators familiar with educational policies.
13. Support from trained EL instructional assistants to assist EL students in learning and help families navigate educational needs.

Period of Performance
The initial contract term will be one year with an option to renew for four additional years in one-year increments upon mutual agreement.

Place of Performance
Services will be performed within Lynchburg City Schools located in Lynchburg, Virginia.

Bidder Requirements
Offerors must ensure that all personnel providing services are properly licensed according to state and federal regulations. Additionally, no employee or subcontractor may have been convicted of a felony or any offense involving child abuse or sexual offenses.
